This Construction Forecast Bulletin was compiled ahead of the Government Spending Review in June 2025.
Looking across all sectors, it considers the published construction output data through to end of Q1 2025 and all future planning applications.
At this early stage in the calendar year, forecasts have to make allowances for a potentially high level of unseen factors while also judging whether performance to date sets the tone for the year.
In this instance, we are working with a turbulent geopolitical situation with rapid fluctuations. This has caused much early uncertainty, impacting on levels of starts in the first quarter of 2025. Set against this is strong ambition from government across sectors including housing, infrastructure and education coupled with a strong desire from the industry for focused, collaborative problem-solving.
The positive view taken by this forecast reflects this impetus for change and the likely release of hitherto pent-up activity.
