The Construction Forecast Bulletin provides a review of construction output across all major sectors from 2021 to 2025 (with our current 2025 view based on Q1-Q3 published data and current orders pipeline), and forecasts for 2026 through to 2030, based on analysis of sector trends, orders, spending commitments and government and industry priorities as they appear at this time.

The Bulletin includes analysis of planning applications, approvals and awards from the Barbour ABI platform, providing insight into how the different construction sectors are likely to perform going forward.

Construction activity is expected to have grown modestly in 2025, with no marked improvement anticipated in 2026. This is due to economic challenges and ongoing issues within the sector that are hindering a full recovery. Key challenges include stifled demand, elevated build costs, affordability issues, planning delays, regulatory hurdles, and skills shortages.
On a positive note, certain areas of the construction market are demonstrating resilience, including infrastructure (particularly energy and water) and public non-residential projects (such as those in health, education, and defence).

Construction activity is expected to improve from 2027 onwards, though the sector’s recovery is dependent on macroeconomic stability and the effective implementation of government reforms.
