Private housing construction output in the UK decreased in 2024. This recent decline is attributed to weak affordability, which has dampened buyer demand, along with several supply-side challenges, including planning delays, regulatory burdens, and capacity constraints.

 

Despite these ongoing challenges, we forecast a gradual recovery in private housing construction. Medium-term growth is expected to be driven by government commitments to housing investment, improving economic conditions and affordability, planning reforms, and a long-term structural undersupply of housing.

Market Size

In 2024, new private housing construction activity in the UK saw a modest decline. The latest estimate for new private housing completions in Great Britain indicates that 133,286 new homes were completed in the year ending 31 March 2025, representing a decrease of 5.2% compared to the previous year.

 

Market Analysis

In the year ending 31 March 2025, the number of Energy Performance Certificates (EPCs) granted for new dwellings declined by 10% to 210,617. EPCs are a good indicator of the number of new homes because every property is required to have one within a few days of completion.

 

Since 2021, the number of new home building projects (over £100,000) receiving planning approvals has been declining, with a 14.9% drop in 2024 alone. The first half of 2025 shows approval rates comparable to the same period last year, indicating ongoing challenges in the planning system.  However, major housebuilders may not be submitting new applications, as they have sufficient plots with existing permissions for the near future.

 

Forecast 

Although the industry is still facing challenges, we anticipate a gradual recovery in private housing construction.
